2025 Health Insurance Carrier Updates for Illinois

Illinois runs a partnership exchange with the federal government. The state operates Get Covered Illinois, which has a website, in-person help, and a help desk, but Illinois residents use the federally-run HealthCare.gov platform to enroll in Affordable Care Act (ACA) Marketplace health plans.
But starting in the fall of 2025, for coverage effective in 2026, Illinois will have its own state-run enrollment platform.2
Eleven insurance companies offer Marketplace coverage in Illinois for 2025,3 with service areas that vary quite a bit from one insurer to another.4
Use this guide to help you understand the Illinois Marketplace and choose the right health plan for you and your family. ACA Marketplace plans – or Obamacare or exchange – are affordable choices for many people. Enrolling on the exchange may make you eligible for financial assistance through an advance premium tax credit.
Individual Off-Exchange Only – 74 unique plans will be available for plan year 2024.

– Health Alliance Medical Plans, Inc. (HAMP) – (POS)
– Health Care Service Corporation, a Mutual Legal Reserve Company (HCSC, aka Blue Cross Blue Shield) – (HMO and PPO)
– Quartz Health Benefit Plans Corporation (Quartz) – (HMO)
In 2024:
• Aetna Life will be a new entrant to the Individual market.
• Celtic Insurance Company (Celtic) and Cigna Healthcare of Illinois, Inc. (Cigna) will no longer offer Individual OffExchange only plans.
• Additionally, with the exception of enhanced Silver CSR benefit plans, all plans offered through the Individual
Marketplace will also be available Off-Exchange, so consumers will have more coverage options.
Small Group Off-Exchange Market – 784 unique plans will be available for plan year 2024.

– Humana Health Plan Inc. (Humana), Humana Insurance Company (Humana), and Cigna Health and Life Insurance
