How many people enrolled during Open Enrollment for plan year 2025 and prior years?

According to reports, 24.3 million people enrolled in Affordable Care Act (ACA) Marketplace coverage during the 2025 Open Enrollment period, marking a record high for enrollment since the launch of the ACA Marketplaces; this number includes both new and returning consumers selecting plans through HealthCare.gov and state-based marketplaces. 

Key points about 2025 Open Enrollment:

Total enrollment: 24.3 million people  - Another Record High During 2025 Open Enrollment Period

Increase from previous years: This is a significant increase compared to previous years, with a large jump in enrollment attributed to enhanced subsidies provided by the American Rescue Plan Act (ARPA) and the Inflation Reduction Act (IRA). 

New vs returning consumers: A substantial portion of the enrollment came from returning consumers, with a notable number of new consumers also joining the marketplace.
