How many people enrolled during Open Enrollment in 2024 and prior years?

According to recent reports, over 21 million people enrolled in Affordable Care Act (ACA) Marketplace coverage during the 2024 Open Enrollment period, marking a record high for enrollment since the launch of the ACA Marketplaces; this number includes both new and returning consumers selecting plans through HealthCare.gov and state-based marketplaces. 

Key points about 2024 Open Enrollment:

Total enrollment: Over 21 million people 

Increase from previous years: This is a significant increase compared to previous years, with a large jump in enrollment attributed to enhanced subsidies provided by the American Rescue Plan Act (ARPA) and the Inflation Reduction Act (IRA). 

New vs returning consumers: A substantial portion of the enrollment came from returning consumers, with a notable number of new consumers also joining the marketplace. 

2023: 15.8 million people enrolled during open enrollment for a health insurance plan.

2022: 14.2 million people enrolled during the 2022 open enrollment period. This was a record for the most enrollments during an open enrollment period.

2021: 13.6 million people enrolled during open enrollment for a health insurance plan.
